Parking Issues in Our Parish

Parking can be a frequent source of frustration in any community, and it’s often not clear who is responsible for dealing with different types of parking problems.
Civil Enforcement Officers (CEOs) have now replaced traditional traffic wardens and are responsible for enforcing a wide range of on-street and car park regulations.
District and Borough Councils manage off-street enforcement (such as pay-and-display car parks).
Moving traffic offences, such as ignoring an Access Only restriction, remain a police responsibility, as CEOs do not have the power to stop vehicles.
What Civil Enforcement Officers Enforce
CEOs are responsible for enforcing:
Limited waiting bays
Double and single yellow lines
On-street pay-and-display bays
Residents’ parking zones
Blue Badge bays
Loading bays
Bus stops
Taxi bays
School “Keep Clear” markings
Clearways
Dropped kerb access (also enforced by police)
Double-parking (also enforced by police)
Pedestrian crossings (also enforced by police)
Car parks covered by a parking order

What the Police Enforce
The police remain responsible for enforcing:
Double white lines
Obstruction (for example, vehicles blocking pavements where no parking restriction exists)
Dangerous parking (for example, on bends, hill brows, or near junctions)
Dropped kerb access (also enforced by CEOs)
Double-parking (also enforced by CEOs)
One-way traffic offences
Box junctions
Access-only restrictions
White-hatched areas
Pedestrian crossings (also enforced by CEOs)
Contact the police via 101 for non-emergencies, or 999 in an emergency or if someone is in danger.
