Information about how you can obtain an allotment and the allotment plan

    How Hatton should develop as a sustainable community retaining its semi-rural, separate, village character from the expansion that is taking place in South Derbyshire. At the same time promoting local business, community facilities and sustainable energy.

  • Who prepares the plan?
    Neighbourhood Plans are prepared by town or parish councils, where these exist, or by a neighbourhood forum. Now the neighbourhood area has been approved, South Derbyshire District Council as the local planning authority has a duty to support and advise our neighbourhood group in taking forward a neighbourhood plan.
  • Going forward
    The Parish Council is keen to involve local residents in having a say in the future of Hatton parish and is looking to form a working group made up of residents and councillors to put together the Neighbourhood Development Plan. The plan covers the whole of Hatton parish and is looking to influence planning over the next 10 years based on wide consultation events and surveys.  The plan will set objectives on key themes such as housing, business and employment, community facilities and how we get around the parish (roads, transport, footpaths).   • What is the Neighbourhood Development Plan (NDP)?
    In April 2012 local communities were given legal powers under the Localism Act 2011 to develop Neighbourhood Plans.  Neighbourhood Planning is a government initiative to empower local communities to help make and take forward planning proposals at a local level; to put in place a vision and policies for the future development of our area. It is a planning document which is produced by the parish council with contributions from, with the support of and in consultation with the community. The idea being that local people will drive and then help to shape how their local communities grow and develop over the next coming years and it can be used to choose where new homes, shops and employment should be built, protect important local green spaces and influence what new buildings should look like. A plan could be wide-ranging, or deal with one or two issues only. It could be detailed, or simply set general principles for development but if approved by a referendum, it will become part of South Derbyshire District Council’s planning policy. It will provide guidance to planning officers when planning applications are decided.
  • What difference will the NDP make?
    The NDP policies cannot work against the Local Plan and it must have regard to national planning policy and in general conform with strategic policies in the emerging Local Plan but it can influence the location and type of housing which will benefit the community. It can aim to protect and improve the retail provision in the village and the recreational facilities.

What you need to know

  • The village allotments are off Doveside and are owned by the Parish Council, an Allotment Warden is close by to keep an eye on the plots.
     

  • Allotments are available to residents of Hatton.
     

  • There is normally a short waiting list for allotments, but in recent times those waiting on the list have been able to be allocated plots fairly quickly.
     

  • Tenants are required to pay a deposit of £50 for each plot which is refundable if the tenant hands back the plot in good condition.
     

  • Water from standpipes is available on the site between April and early October each year.
     

  • Allotment holders sign up to a TENANCY AGREEMENT setting out the key conditions of hire.
     

  • Councillors regularly inspect allotments to ensure tenancy conditions are being met.
     

  • One plot is being converted to be a shared community plot to provide accessible raised beds.

Alotment plan & waiting list protocol

There is an increasing demand for allotment plots as it becomes more popular to grow your own fruit and vegetables.

 

The Parish Council has developed a protocol to determine the order in which vacant allotments are offered to prospective tenants.

The Protocol

The waiting list will be split into two, one for residents and a second list for non residents.

 

Applications will be considered in the following order:-


1. Residents from Hatton who will take preference over residents from elsewhere when
considering new applications. Applications from non residents held on the separate list
will be considered when there is no one waiting on the residents list.


2. Applications from non-allotment holders


3. Applications from current allotment holders who wish to vacate their current allotment in
exchange for an allotment at a different location


4. Applications from existing allotment holders who wish an additional allotment.

 

Plots are allocated following the order of the date of the application and parishioners who do not already have an allotment will take priority over parishioners who already hold a plot.

The Clerk will inform you when you are top of the waiting list and will contact you to let you know there is a plot to be viewed. You will be asked to respond within 14 days. If no response, then it will be automatically assumed you do not want a plot and will be removed from the waiting list. If you are offered a plot a potential tenant on the top of the waiting list can refuse an allotment that is available on 2 occasions. On the second occasion they will be placed to the bottom of the list. When they are top of the list again and they refuse the plot that is available, they will be removed from the waiting list.
